Issues adding villagers

I been having constant issues when it comes to adding new villagers(new refugee) into the village.
On the population tab, the refugee scroll just loads. However, I cannot add the refugee as a new villager.
I have closed the game multiple times, updated my ps5 and nothing works.
I’m not sure what other options I have.
